Since everyone here seems to have no chemistry knowledge I'll clarify how this works.
These batteries are not powered by water; they are activated by it. Water functions as a catalyst for one of the two compounds that would remain otherwise inert, and after its power is used, it won't work again no matter how much water you add to it.
The advantage of these batteries is a much longer expiration date, making them more reliable for disaster survival kits that might be stored for years.
