Who is this "they" to which you refer? What happened was that he and a friend, Keith Foti, went to the Wolf River, a channel of the Mississippi, and Jeff went in fully dressed, including his boots. Foti was watching him, but turned to move the radio away from the wake of a passing boat. When he turned back, Jeff was gone. His body was found several days later about a mile or so downriver. He wasn't drunk. He wasn't on drugs. He just did a foolish thing, and paid a huge price for it.
