and? the us government is not exactly the most competant group around. not to mention the reason he isn't on the fbi's list is because they lack material evidence directly conntecting him, however they know al-qaeda, his organization, was behind the attack. And come on is there any real doubt (excluding some deranged individuals) who perpetrated those attacks.
