In regards to effciency, a key indicator to a nations competitiveness, the U.S.A is still fairly average for a Western nation. Many of the European countries such as Germany and the Netherlands are far better in this regard. It is for these reasons I see this report as a biased and conviently manipulated way to represent the U.S.A as the "most competitive country."

This is a ridiculously unfair report. It is a report that grossly misrepresents the truly competitive countries. The U.S.A for example recently came in number 1. This is despite of it's many import quotas and tariffs. It also seems absurd when you consider the population of the United States compared to a country like Australia or Canada. These two countries preform well above what the U.S.A, India or China would in GDP if they did not have the large populations that drive their economies.
