You do realize this was done in 1987 right... Personal video cameras weren't known for there quality in those days, unless of course you wanted to take out an equity loan on your home...

Perhaps the low tech quality consistent in the Art and filming is part of the piece...it's not Hollywood...its real and grungy. Artist don't have the budgets you see in the movies, but having a track dolly camera set up(not a better cameraman) would not have made the Art better!
