because if there is a unexpected stall the engine at full power is needed to recover. Unpowered landings can be excuted but are just risky.

its bad form near an airport, but decending at a 45deg angle will burn the most altitude while gaining the least amount of airspeed

This is an uncontrolled airport, he made that decision on his own. There is no control tower to give instruction.
