I always thought that new romantic and the sartorial weirdness involved was highly influential.
I think that he was exaggerating as well. And maybe that comment just meant that everyone looked flamboyant and bizarre.

Whoa! One of the most differently dressed people of the time is representative of the period? Besides, he was from the early 80s which is a very different era music wise from the mid to late 80s.
