Living in Tokyo, I can say that her act is comedic hyperbole, but some Japanese girls do their best to get close to this in terms of trying to act cutesy.
The show is reminiscent of Matthew's Best Hits UV, which was featured in Lost in Translation and is an actual show in Japan.
Given the high frequency with which Japanese comedians dress up as exaggerated white and black "gaijin", I have to say "do unto others as..." is a valid admonition.
