Sorry. I found this: The designation, Deputy Prime Minister, is strictly an honorary title conferred at the discretion of the Prime Minister on a member of the Cabinet. It has no standing in law, and does not carry any formal duties or tasks, though the Prime Minister may negotiate or assign specific tasks in conjunction with the title.

Premiers are for provinces; he was not that. He was Deputy Prime Minister which, though Canadian parliamentary rules are different than US Congressional/Presidential rules, is roughly like Deputy Vice President, yes.

He is not a vice premier (there's no such thing). He was a member of federal cabinet, under the Liberals, then was an independent legistative member, then was with the Conservatives, then Liberals again and formed his own party, the Canadian Action Party, from which he has resigned as head, but not as a member.
