I don't think there's any doubt that funky drummer is the most sampled song, amen brother

"Amen," without a doubt.

Which is sampled more "Amen", "Funky Drummer" or "It's A New Day"?

I can forsee a few scenarios. Bid on it on ebay and lose as it will sell for $300.00, find it in some major urban (NYC, LA, London) record store and pay well over $100.00. The last potential chance to get it would be in some out of the way midwest U.S. city, where they don't really pay much attention to their stock (this is how I got mine, the 7" for $3.00), I live in Columbus, Ohio. If you are willing to pay, or search like hell, you can get it.
