Arsenal directors have said that Arsene has as much as 30m to spend on a single player if he chooses to.(Google it for source since when i type the address here it doesn't let me post O_o)
Arsenal also hade made a 37m profit at the end of last season and selling Hleb gave them another 11m. I am not saying that Arsenal has 48m(from profits and Hleb) right now but I am sure they had enough to afford alonso at 16m.
And Samir Nasri was their last signing at 12.7m
